Doug Dolby
Environmental Specialist
Mr. Doug Dolby is an Environmental Specialist with over 22 years of experience in environmental contracting and consulting engineering. He has extensive experience in the management and co‑ordination of large scale soil and groundwater remediation projects in Manitoba, Saskatchewan and Ontario. As an Environmental Specialist at ECS, Mr. Dolby’s objective is to advance the company’s specialized contracting capabilities with technologies that contribute to the company’s success as a full‑scale leading edge environmental specialty contractor. Mr. Dolby is responsible for technical writing, contaminant hydrogeology, project management and researching and implementing new technologies into ECS’ toolbox of capabilities.
In addition to his experience in full scale site decommissioning, he has extensive knowledge and experience with various remedial techniques including in-situ and ex-situ remediation techniques and excavation and off-site disposal. Mr. Dolby is also well versed in conducting subsurface soil and groundwater investigations for a wide array of inorganic and organic chemicals. Mr. Dolby is very familiar with the necessary provincial and federal standards, procedures and methodologies utilized to evaluate environmental liability with respect to subsurface contamination in Manitoba, Saskatchewan and Ontario. Mr. Dolby brings a strong theoretical and practical background in environmental chemistry, environmental engineering and environmental toxicology to the ECS team.
Hasti Shwan, P. Eng.
Senior Civil/Environmental Engineer
Hasti Shwan, P. Eng, is a highly skilled Senior Civil/Environmental Engineer with a P.Eng designation, currently in a senior position at ESC in Manitoba. With over 13 years of experience, he specializes in leading innovative civil engineering and environmental projects for municipal governments and Indigenous groups. Hasti's expertise spans various areas, including environmental, transportation, water and wastewater systems, and construction oversight.
Mr. Shwan is actively engaged in research at the University of Waterloo, focusing on High-Precision Road Storm Management. Throughout his professional journey, he has successfully managed projects from inception to completion, showcasing his ability to navigate complex regulatory environments and deliver high-quality, sustainable solutions. His experience also includes the design of water and wastewater resources such as wetlands, lagoons, and ponds, ensuring compliance with regulatory standards and fostering community engagement.
Hasti is deeply passionate about advancing environmental engineering practices and contributing to the field through his research and project work. His dedication to promoting sustainable outcomes and innovative solutions makes him a valuable asset to any team in the environmental consulting field.
Shaun Spalding
Senior Waste Management Specialist
Mr. Shaun Spalding is a results-oriented professional with 24 years of experience in the waste management industry. He is a Civil Engineering graduate, a Certified Engineering Technologist (C.E.T.), and an Environmental Professional (EP) in waste management.
Having worked in both the public and private sectors across Canada and the United States, Mr. Spalding effectively contributes to policy development, program management, and operational service delivery improvements and optimization in his efforts to increase waste diversion across all sectors and material types.
His capabilities are broad and subject matter specific, providing quality advice and services in both the boardroom and on-site. Mr. Spalding thrives at addressing complex and interconnected issues encompassing business process insights supporting effective decision-making while effectively collaborating to implement responsible solutions. He has a proven track record of seamlessly transitioning between the provision of strategic leadership to system planning and contracting through implementation and ongoing measurement and monitoring.
Mr. Spalding has extensive capabilities with preparing master plans and operational strategies; conducting infrastructure assessments; assessing collection and processing operations; developing procurement documents; performing contract; contractor management, oversight, and administration; designing and leading material stream composition studies; creating and delivering education and training programs; and providing communication advice, and stakeholder engagements.
Bailey Preston
Project Co-ordinator
As a Project Co-ordinator at ECS, Mr. Bailey Preston is responsible for the day-to-day monitoring and supervision of all activities associated with ECS’s projects. Mr. Preston is a Project Co-ordinator with an interest in advancing ECS’s success as an environmental specialty consulting engineering firm. Mr. Preston received a B. Sc in Physics (Honors) and has extensive experience in technical writing, research as well as data collection methodologies required for waste management systems and designs.
Mr. Preston is versed in the management of hazardous and non-hazardous solid waste. As a Project Co-ordinator at ECS his objective is to enhance the company’s capabilities in municipal solid waste management and contaminated soil management sectors via advanced technologies and innovative waste solutions. Mr. Preston’s initiative is to continuously research and implement new and innovative means to effectively manage our client’s waste.
Mr. Preston is familiar with the necessary provincial acts, regulations, guidelines, standards, procedures, and methodologies utilized to evaluate waste management systems and environmental liability in Manitoba. Mr. Preston brings a strong knowledge base and practical experience in waste management processes to the ECS team.
